From January 1:st 1998 car manufacturers have producer-responsibility for worn out cars. To facilitate recycling, the major part of the car must be adapted to recycling as far back as the design-phase. The more parts that are recyclable the better. The car should not contain any hazardous materials, e.g. mercury, lead, cadmium, or chromium. EU expects to ban scrapping of cars that contain any of these materials.
