The SimLego Project is definitely down. There are at least three reasons why I will put no more efforts to it:
With SimLego for the PC, you can draw 3D pictures of projects made of Lego®-like bricks. From this page, you can download the complete software requiered for free.
System requirements:
IBM-compatible PC with 95 kb free RAM(!), 500 kb free HD, VGA colour.
If running from Windows (3.x or '95), a mouse driver must be installed prior to Windows. SimLego should be run in Full Screen Mode to make the mouse work properly.
Smartdrv or any other disk cache utility is strongly recommended.
In Version 0.31 , another minor LDraw coverter bug is fixed.
In Version 0.29 , the LDraw coverter bug is fixed.
In Version 0.28 of my Lego® emulator, I've added some Tooltips.
Feel free to download the 100 kb ZIP-file and give it a try.
If you want to try to make your own bricks, go to The .SL File Format Page.
The Source code of SimLego v 0.29 is now available for downloading, according to the GNU General Public Licence.
But beware! The code is an unorganized mess, probably the worst you've ever seen...
To save in LDraw .DAT format, click "SAVE" button on the Edit Screen, and toggle to .DAT format by hitting the SPACE BAR
NOTE: If you want SimLego to save LDraw .DAT files in your ldraw\models, you must add following line to the AUTOEXEC.BAT file:
SET LDRAWDIR=C:\GRAPHICS\LDRAW
or wherever your copy of LDraw is placed, and reboot computer (Or restart Win'95).

Don't forget to read the SimLego FAQ below.
Will this program run under Windows 95?
Yes, it make no additional problems than the Win '95 itself...
Just check that you have a DOS mouse driver installed before Windows.
How do I delete unwanted bricks?
On the Edit Page, right-click at the upper left corner of the brick you wish to delete.

I don't think that SimLego has any commercial value, so consider it as Freeware. If your friends want it, feel free to copy it!

Have fun!
