Military revolution and demonstrations on March 27th 1941 animated the avalanche of events which plumped on Jugoslavia and Belgrade as its capitol.According to confidental reports of Yugoslav diplomatic deputies sent from Berlin, by ambassador Ivo Andric and military attache colonel Vuhnik, it was clear to the government of general Simovic that Germany had been making plans for invasion on Kingdom of Yugoslavia.

From military-strategic point of view,Zemun represented significant factor,for there was Headquarter of the Airforceas well as the Navy and the airport above Bezanijska kosa.Parts of German’s 8th armored division entered in Zemun without the fight on April 12th .Very next day , on April 13th , head office in Zemun was took of by City Authority .Ahead of it was executive council constituted of dr.Hans Mozer-chairman, dr. Sava Stojakovic, dr. Djura Kotur,Stjepan Brasel, Mirko Dembic and Stjepan Katinic-members.Attempts of the Ustasa’s government in Zagreb to take over the predominance in the region of Zemun were efficiently prohibited by german okupational office for Serbia.Major Sefer, military major of Zemun disbanded ustasha’s organization in Zemun.One of the reasons of german’s bad behavior to croatian representatives in Zemun was miserable choice of those who had been representing croatin interests in Zemun.Dr. Hans Mozer, commissioner of City Authority,was the most mentioned person in ustasha’s reports from Zemun. He was declared as protector of Serbs on this teritory and directly accused of work against interests of NDH.

Establishing of german’s occupying government brought significant changes.Zemun was separated from Belgrade and the head office was took over by City Authority ahead with dr.Hans Mozer,eminent representative of Cultur-bunda, lawyer by profession.

Despite complicated conditions life of people in occupyed Zemun occurred on but uder some different circumstances and limits,prohibitions,warnings,regulations and ordinances.Traffic had been regulating also by constructing the pontoon-bridge beside destroyed catenary bridge on Sava.Despite the administrative secession of Zemun from Belgrade and moving the Agricultural Faculty from Zemun into Belgrade in June 1941 all connexions between two towns wasn’t broken.As the date of delivering the town into the purely competency of NDH government approached the more drastic limits had been inductioning in all spheres of life.Many law articals oposite to basic standards in civilized society came into force, putting certain nations out of the law, forbiding their basic human and civilized acquisitions.Regardless the Ustasha’s goverment in Zagreb didn’t have absolute rule on teritory of eastern Srem, including Zemun, their laws were brought according the german’s war laws which were totally concured and in some aspects they were even more rigorous, especially regarding the treatmants of serbian and jewish people.
